I don't know about the radscorpion but there is a legendary nightstalker and a deathclaw brood mother.

I just went through an area that started off with 5 Giant Radscorpions not at once, but in total. Then after that I wne up against 2 cazador's at the same time both went down quickly with the sniper rifle i don't understand people saying they are over powered. They go down with nearly one shot from a 308. After that there was 2 more. Then about 7 Vipers one with a trail carbine, and another with a unique pair of spiked knucks named Love and Hate. Then I got to an abandon town called Bonnie Springs, and I had a deathclaw waiting for me. Found out the hard way a trail carbine doesn't even dent a deathclaw(I have a mod that removes the 20% bleedthrough lol), but I killed it with 2 shots from my 308. All in all What a hell of a journey.

im not sure about this but the legendaries may spawn where regular spawn, so instead of albino radscorpians, feral ghoul reavers, and super mutant overlords (the 3 strongest monsters in fallout 3) we have legendary cazadors, legendary radscorpian, and legendary radscorpian.

We still have feral ghoul reavers, I've killed half a dozen of them. Have yet to run into super mutant overlords or albino scorpions though. In general... Their aren't nearly as many mutants around. The only ones I saw in 60 hours of game play were the ones in the center of the map guarding the gate to black mountain. When they die, they don't respawn. I went and checked back way later and only the nightkin respawned.

Radscorpian Queen, inside Camp Searchlight Fire Station.
God only knows how it got in the door and god only knows how the hell you can kill it in the small space (only small because it is in there).
Be warned, it isn't alone either.
Do a manual save before you go in, you might not have time to turn around and run back out the door or make it to the door facing you when your game reloads after you die.

If by legendary you mean unique, then there is the Brood Mother and Alpha Male Deathclaw in the Sloan quarry.

The CE Game Guide (which is worth the investment in my opinion) stats are:

Legendary Cazador:

Perception: 10
Damage: 120
Health: 400

Radscorpion Queen: (I assume is what you meant, as there is no such thing as a Legendary Radscorpion')

Perception: 6
Damage: 60
Health: 200

Legendary Deathclaw:

Perception: 10
Damage: 250
Health: 850

Yeah, the LD is the most lethal creature in the game as of now. All legendaries are unqiue, and the LD lives in Dead Wind Cavern. There are videos of level 30s (most of them with mods of some sort) killing the creature, and I'm sure it is possible to defeat it at lower levels also, with some sort of intricacy (e.g. mine trail). The LD is quite obviously not to be taken lightly - keep in mind it has an ability to ignore Damage Resistance and can frequently kill a players under level 20.

I was able to kill the Legendary Deathclaw at level 22 I think it was, he wasn't that hard, and he wasn't the toughest thing I've fought. Psycho, Buffout, Med-x, and a [censored]load of stimpacks can see you through it. I think the Deathclaw Brood Mother was much stronger, seeing as how she was able to one-shot me when I was level 25 wearing brotherhood armor and buffed up on those same drugs.
