If the radiant quests were applied in a more dynamic or environmental way, they could be something special. By that I mean that there needs to be more of a relationship between the radiant quests, and what is happening in the game environment.
For instance, rather than simply 'steward says there's a bounty on the bandits at X' and you go there, kill them, comeback with loot and get bounty, rinse and repeat, the fact that there are bandits at X should trigger less goods and money at your merchants, people in the towns could complain about lack of trade, the khajits caravans could stop using those roads or you could get reports of bandit raids, and more bandits etc could be active in the area.
I'm over 1400 hours on my character now, which is close to three years in-game time for him, and the radiant system is starting to kick in a bit more along those lines...while vamp incidents with DG are still occurring, the stormcloaks are coming back with a vengeance in some areas, which really surprised me...but there does need to be a closer linkage between game environment and those radiant quests and encounters, that's a thought that has been with me for quite a while.
And, as an aside, I think there may have been more non-DG locations introduced with the DLC...I'm finding a bunch of new locations with things to do that I'm fairly positive were not there previously.
