I agree absolutely. They're not racist, and one of my Dark Elves makes a good living playing the lute at their camps. Mainly because the Imperial holds want her head on a spike, but, still - they don't give her trouble when she's there.

They're certainly racist. Ulfric is not, but the Stormcloaks certainly are.

What label do you normally apply to people who arbitrarily hate groups of other people based on their racial background?

Just because someone is racist doesn't mean that person will not see value in whatever race is in question. I don't treat my dog like crap, but I don't think of him as being on the same level of humans. Now apply that to a fellow person, and you've got racism.

Argonians aren't allowed in windhelm. So they lose points for that.

Still his reasons for claiming Ulfric are racist are weak.
So the guards don't rush off to help Khajiit caravans that get attacked, spoilers prevent giving details but do a certain quest and you discover that they don't do much for Nords in Windhelm either. Their excuse, they are overstretched because of the war. Ulfric can perhaps be criticised for neglecting the people of his hold because of the war but thats not racism.
Personally I think Ulfric probably is racist, just about everyone in Tamriel is, but not enough to make him exceptional. He doesn't do much about racist supporters, probably because racism is a powerful motivation for some of his supporters, and for Ulfric their support for his war effort is what matters.

The Dumner were given sanctuary by the Nords after they were kicked while down by the Argonians. So the Dumner were there first. If the Argonians had not gotten payback they would have been allowed in the city.
For the racism claim to be valid it would have to be true in all Stormcloak towns.I suggest you visit Riften.

I guess it is nice that my pc is a Nord, as he often gets called "kinsman", Nord brother, and etc.

I haven't started the civil war quest yet, but with my Nord almost getting beheaded in the beginning, that pushed him towards joining the Stormcloaks.

I also free any Stormcloak prisoners, who are walking with Imperial soldiers. Unfortunately, the prisoner usually dies in the process. The same happens when freeing prisoners from the Thalmor. It's nice when I do manage to keep them alive after the fight, and they run off to freedom.

The Dunmer living in squalor would be racist if Ulfric kept them there. He doesn't. That district was inhabited by Nords before the Dunmer came, was that racism, too?

As for the Argonians, it would probably be worse of them if they were allowed in the city walls. The Dunmer would slaughter them to a man.

That's not really the same. Mentally and psychologically, a dog and a human are almost 100% consistently fundamentally different. The same can not be said for races or even sixes (although the latter is more frequently true, men and women have a greater genetic predisposition for distinguishing psychological traits than different races, which are more of a cultural construction which again has certain tendencies but is far less consistently identifiable in terms of traits).

Ulfric is not necessarily racist so much as biased. I understand completely why and he has good reason.

1. Altmer and Bosmer are the primary supporters of the Aldmeri Dominion, with Khajiit being a client state of the Aldmeri Dominion.
A. If Mer infiltrate Eastmarch, then his position in the war will be weakened, along with the possibility of his troops being kidnapped by the Thalmor. In short, the more elves he allows within his city, the harder they are to keep track of.
B. Khajiit, being a client state that has formally declared neutrality can use that as a perfect guise to infiltrate Skyrim for the Thalmor. It would be detrimental to Ulfric's war effort if he allowed Khajiit in the city.
C. Lastly (for this bullet) I see him as somewhat of a Vietnam vet. He fought in the Great War and survived against the Thalmor, hating Mer thoroughly for what they did and are doing to his homeland. I know of a few Vietnam vets that absolutely hate Orientals, despite only encountering the Viet Cong. Very similar.

2. The Imperial Legion, which is filled with Imperials (obviously), has invaded his homeland for him worshipping Talos.
Obviously this will lead to a hate for Imperials, but Imperials have good business sense so I'd imagine he lets them into the walls.

3. Dunmer, being elves, would be just as disliked by any Son of Skyrim. Even though they hate the Thalmor too, them being elves is a liability to Ulfric.

As an ending note, Nords as a whole do not give respect to anybody aside from those that have proven themselves in battle. Ulfric is not racist just because he covers himself for the sake of the war. The only real racists I know of in Windhelm are the two guys terrorizing the Dunmer upon entering the city for the first time as well as some soldiers, but even today soldiers are racist to some. Dunmer moved into the "Grey" Quarter because that is all they could afford btw. If you notice, Niranye is living in an upscale home and she is an Elf who has proved herself loyal to Windhelm.

It's not based on their racial background, its based on how those races treated them in the past so they developed a hatred for them. It is true not all elves are the same, but you can't blame the Nords for distrusting and even hating a race that wanted to commit complete genocide on them. If that is the case then anyone who hates dragons are racists.

I don't think he hates Imperials. He was an Imperial Legion member himself, and is still proud of his service, same as Galmar and many other Stormcloaks. He hates what the empire has become, no doubt, but that's because it's not the empire he remembers and would willingly fight for.

Well like I said, if it's based on logic, it's not really racist. Like if 95% of crimes in Windhelm were performed by Dunmer and they presented a small portion of the population, then it would be natural to be weary around them, that's common sense, but ones mind should be open to exceptions to the rule. Then there's also the fact that seperation into cultural groups like that only breeds further racism, Nords assume Dunmer don't like Nords and act standoffish towards them, Dunmer react to this by being aggressive and untrustful towards Nords, Nords then see Dunmer as sly, criminalistic people who are suspiciously avoidant or aggressive towards their people and start treating them as such, and so on. This is hypothetical by the way, not necessarily an accurate portrayal of the Nord/Dunmer relationship.

So, prior to the arival of the Dunmer refugee's, there were never any Argonians who wanted to live in Windhelm? That seems unlikely, given the fact that none of those now living (near) there refer to having moved recently, unlike the Dunmer in Windhelm. Much more likely they either were never allowed in, or were kicked out at some point (perhaps a point previous to Ulfric taking over as Jarl).
If either of the later is the case, then the exclusion of the Argoninas has NOTHING TO DO with the fact that they used (arguably abusive) military force to rescue their enslaved kin from a country that was (quite literally) going to hell.
