Well when you send the one guy in the tavern to be Neloths steward the orc comes up to you and says that that guy owed him money. So he says either you will pay it or there will be trouble so I just paid it, then nothing else I has happened with the Orc so far.

I thought about it but I couldn't do it, I like to have lots of npc's in my villages so that would decline the population a tad.

After that ugly no-brained orc sent two of his little thug parties to try to get 'his' money, I shoved my Daedric swords down his throat. I killed his first group thinking he might get the message, but alas, he's too stupid to back off. After I killed his second group I went straight for him and sync-killed him by lopping off his head. I proceeded to put his body into the well after getting the guards to let me off the hook.

I've read a lot of notes in people's houses in Raven Rock (I get curious...) and from what I can tell, Raven Rock is still in a very bad way. Supplies are hard to gather, food is still scarce, water isn't the cleanest, protection and guards are wearing thin and wearing down.

If I had to guess, I'd say he actually plays a somewhat unwanted but necessary role in the town's economy. He seems fairly well off, or rich if you prefer the term. SO my guess is, he loans people money that he knows they can't pay off, they spend it, helping the economy, and then he strong hands them as you said to get them to work harder to pay back debts, increasing productivity.

Not the most morally bright situation, but sometimes you don't always get to take the high road.

Personally though, I still killed the bastard. My coin more than takes the place of his, I bring in tons of profits, and I got the mines running again, as well as the guards back in order, and the bar running better.

In my game, the orc and his bodyguard met his end in a pit of tentacles and I paid the 40 gold bounty...his money be damned, I'm sure I'm way richer than him and I'd be willing to donate a sum of my septims to Raven Rock if they needed it.

I thought he was a nice addition to the game. The perfect shadowy character who fits in fine. Shame you couldn't actually borrow gold from him though. Not that I need it understand but would be a great chance to have hired goons/thugs come after you should you not pay it back.

I'd go for that XD Everything else can be exploited if someone wants to, so why not give us another gold exploit? I don't think i'd borrow gold from him more then once, and even then, just to piss him off. His bodyguard isn't all that either, so i'd like to see the Orc argue when I refuse to pay him back.

On a side note... I don't think he is as rich as you all think he is. Has anyone actually followed him (as I did) when he visits the stalls in Raven Rock? The convos he has would imply he really needs gold himself.

I really wish there was an option for both raven rock and the telvani settlement to donate money to expand (telvani) or improve (raven rock) them

This orc isn't the brightest. After sending away Neloth, a dragon attacked Raven rock. So to protect the town I summoned Durnehviir. And immediately after I SUMMON a DRAGON this orc decides to threaten me with Neloths debts. Nice try bro.
