The Thalmor scale as you level up, why not scale the Stormcloak and Imperial soldiers as well, I have not done the Civil war missions with my current character, and I know for a fact im gonna breeze through it at level 45 on master, so why not scale them up a bit as well, put some elite soldiers in there, SOMETHING, because as is now, they are the easiest enemies in the game aside from the small mudcrabs, and even those take more hits sometimes!
