As title says,i leveled up no less than 3 times,and all the courier gave me were the damn letters from friends.I finished the man who cried wolf,yet the courier still have to deliver that letter.Any tips?

Yes i did,still it won't trigger. @fulpark:actually i leveled from 32 to 35,so the level cap is not the problem...
