Theoretically infinite quality?

I was just reading the UESP article on the Smithing skill. Notice how it says...

Quality levels continue past Legendary, although the displayed quality will not reflect that. Each new level increases armor ratings by 3.6 and weapon ratings by 1.8, resulting in an increase of about +0.1 per effective skill point for armor, and +0.05 for other items.

Can this trick be combined with spell, alchemy, and/or enchantment stacking in order to make ungodly powerful weapons and armor? Could you theoretically improve a single piece of armor alone provide the 567 capped armor rating, or a mere dagger that can kill a giant in one hit?

Well, first you would have to make gear that will fortify your alchemy, then make potions that will fortify your enchanting, do this for a while and then you should be all set.

You can do anything with the fortify restoration glitch/exploit, 1000 armour, 10000 damage, whatever. Doesn't mean there will be any fun left in the game, though.

Yeah it is easy, almost too easy. There are walkthroughs on youtube about it.
