Mods will fix it. Not too long until the CK at this point, assuming gamesas don't pull out a dike move and delay it. Once we have the CK, it should be easy enough to edit the leveled spawn lists. With a bit of luck, it can even be done through scripting so after, say, 100 dragons you just won't see that many anymore. With a tiny bit more luck, they even fixed the Morrowind bug with script-modified leveled lists polluting saves and overwriting any further edits to modified leveled lists.
Until that happens, I'm afraid you're going to have to treat dragons like console gamers treated cliff racers, rats, and other assorted pests in Morrowind: With great patience. But look at it from the bright side. You can always just open the console, click on the dragon, and type kill. Unless you're on a console, obviously, in which case you really will have to treat dragons like cliff racers. Hey, at least dragons don't say "raaaah, raaaaah, raaaaah" until you go bat [censored] crazy. Always look at the bright side.
