Alot of people probably don't know this.
After you finish each special city influence jobs (after completing 5 random jobs from Vex or Delvin for that particular city) you are supposed to get 3 Thieves Cashe's (barrels labelled Thieves Cache and also have a shadow mark on them) located within each of the 5 major holds in Skyrim.

In total, you're suppose to get 15 total Cache's within 5 cities. 3 in each.

I only got 3 in Riften and 3 in Markarth. The other 3 holds never spawned them for me. And the ones I do have in Markarth never respawned after I emptied them the 1st time. The 3 I have in Riften always respawn and usually have some pretty good loot to collect. I often get deadric arrows and different deadly level potions. They always have lockpicks too.

Has anyone actually got all 15 cache's and have them all work properly?

I know where they are all suppose to be but they aren't there in 3 towns. I know there should be one in the small ally between the Winking Skeever and the Alchemy shop in Solitude. It should be hidden behind the little bush in the right corner. Their should be one behind Victoria Vicci's house (the house right next to Proudspire Manor). And then one around Erikr's house accross from Bard's College. None of mine are there.

Most of them are pretty easy to find if you know where to look for them. Easiest to find is the one that is right outside your front door in Markarth (Vindrel Hall) next to your little fire pit.
In Riften, there will be one in your garden next to Honeyside. That one is easy to find too.

Hardest one to find is the one in Riften on the balcony you can only access through the guards barracks in Misveil Keep.

ive just been to solitude - nothing between the WS and alchemists. - nothing around VVs house. There is a barrel beside erikurs back door with a shadowmark on it, but its the 'protected' mark.

Check your garden near Honeyside. There should be one there.

There should be one right outside your door at Vindrel Hall in Markarth too.

Forgot where the ones in Whiterun are supposed to be. There are 3 in the 5 main holds for a total of 15.

The missing ones are probably with Karliah in snowveil sanctum.

Ok seriously, doesn't surprise me there is another bug as I haven't found any if the Solitude ones either.

So far it doesn't sound like anyone has gotten the ones in Solitude.

I just went and checked and I only got riften and solidude.

It's too bad too. These barrels have some good loot alot of the time.

I've got deadric arrows from them on more than one occasion. And some good "deadly" level potions and poisons.

So many things people are losing out on because of the game not working right.
