The first two I will bring up are fairly common complaints, so we'll knock those two out of the way (they are also console-specific, so no "Use a Mod" fixes can apply)...
- Improved Destruction Magic Damage
My proposed fix is simple; add scaling damage values into the "Novice --> Master Destruction" perks in the Perk Tree, similar to the One-Handed or Two-Handed trees with Armsman and Barbarian, but broken up into the five different perks instead of having one that upgrades multiple times. Each individual perk could provide a 20% boost, maxing out at 80% damage like the weapon tress (or you could go as low as 10% per perk, so that only a 50% upgrade is available). Mages need to be able to use their spells as stand-alone weapons with little support to be effective... otherwise, why play as a Pure Mage at all?
- Level Re-Speccing
My idea for this would be to implement some form of Side-Quest when a characters reaches a specific level, one at which would make sense for them needing to Respec (around level 20 seems appropriate). For the purpose of the story behind it, the character must also have completed the (MINOR SPOILERS) Western Watchtower Quest in Whiterun, to begin spawning dragons in the world (/MINOR SPOILERS). At this time, they could receive a mysterious note from a courier or something relating to a long-lost temple in a cave. Upon discovering said area, the player finds an ancient, magical altar erected in the center of the space. It turns out that it has been standing since the days of the Dragon Wars, and was a place where Dragon Priests used to hold rituals and pray to their Dragonic Overlords.
In short, when the Dragonborn uses this artifact, he may choose to have his character respecced. BUT, in order to do so, he must pay this altar with Dragon Souls that he has consumed from battling Dragons across Skyrim. 10 Souls sounds like a good number to me, because for 10 Souls, the player would have learned Three Shouts fully and started with 1 point on a Fourth, so it does have an impact on their progression. For Higher-Level players with many Dragon Souls built up, it allows them to freely make changes as they wish... or, if they do not have enough souls, embark on lore-friendly quests to hunt down dragons and slay them for the resource. Plus, it could add some fun new history behind the Dragon Cultists and their Religion, seeing as we aren't exposed to much of that throughout the game.
