So I just talked the to the dragon above the greybeards mountain and now on quest to find out about the Elder Scroll.

I first went to College of Winterhold and talked to the book keeper and I think I exhausted all options. So I went back to the greybeards and talked to the main guy which said go back to the college but the book guy doesn't have any new information.

All I'm looking for is to know whether I talked to the right person or should I investigate the college more? Not looking for straight answers, per se, but rather a hint. Or maybe this is a glitch (I have yet to face a quest glitch, lvl 42 now).

The librarian at the college is who you need to talk to, he's an Orc. He should give you two books. Read them. One is an unintelligible mess. After reading that one, a new dialogue option should appear with the Orc to continue the quest.

after you initially talk with him he should go grab two books and put them on the counter, like said before you read them. One will sound like it was written by a madman in my opinion not unintelligible.

"Unintelligible" means "can't make sense of it." So I used it correctly here. It's the words of a madman.

"Illegible" would be if you just couldn't read it because it was messy.

One thing I noticed:

In talking to the librarian, to get him to give you the books, the option you need to select might not be visible without scrolling down.
