I can confirm it's not in the game. And it would be a great addition indeed.

That looks like an early design of Labyrinthian from the layout.

This was the first thing I thought when I saw it too.

Could this be a concept of what it looked like before the dragon war?

Most of the concept art isn't in the game.

Does look like the layout of the Labyrinthian though.

This. That's about the only place it could be, and the dragon heads along the top made me think Labyrinthian as well. If you've gotten that far, you know what I'm talking about.

Yes it does look like labyrinthian with less snow and more structures.

Those stairs in the center remind me of red eagle redoubt, the building on the right looks like the Mask thing altar.

Concept art for locations can often change a lot. I don't think that particular one is in game, but many of the elements from it are present at a lot of the ingame ruins/

From the scale of the area they won't do it exactly as portrayed in the concept art. That one could easily occupy 20% of Whiterun plains by itself.

Not nearly as large or detailed as the concept, but nothing in any game ever is :hehe: Other large outdoor ruins are Red Eagle Redoubt, Lost Valley Redoubt, Hag's End and Arcwind Point. None look exactly like that, but all do use some parts of that. Propably an early concept, as the exact features are different in ingame ruins.

That actually looks like a gaint forsworn area I had the misfortune of stumbling into. It's a large anceitn nordic structure that has working cannals and stairs leading to the river below. I forget the name though.
