As someone who has played the hell out of Borderlands, the two games actually look nothing alike.
The difference is the FEELING of the game. Borderlands' hellish Pandora is a cynical place of constant death and destruction that constantly makes fun of itself ("EXTENDS!"). RAGE is much more serious, and somewhat hopeful even. Take for instance the town we see in the videos. Its thriving and has a person talking about urging folks to make it a better place. Its more serious and more realistic. Borderlands was cynical, funny, and didn't take itself seriously. Campy, if you will.
They are both wastelands, but they are not the same kind of wasteland. If that makes any sort of sense.
Edit: Also recall that Pandora in Borderlands isn't even post apocalyptic or anything. Its simply a world svcked dry by corporations, then abandoned, the people living on it forced to survive on what little they can find.
Nukes blew up RAGE's world...or something like that.
