Someone emailed me it and requested I not mention their name. But says he acquired it by stalking a couple of FNV developers. According to him/her:

"I followed them deep into the forest where they setup two upper-halves of classic brotherhood power armor and took several pictures. When they were done one of them accidentally dropped the bundle of photos they just shot, but lost a couple. Luckily I saw that it had fallen down a slope into a ditch, and as soon grabbed it for myself after they gave up and left."

I can't decide for myself whether or not this is true . But you can be your own judge!

That looks like a crappy Photoshop job of a Brotherhood T-51b Power Helmet from the first Fallouts. Although the whole bunker background looks really cool.

You can tell because the Photoshoper tried to hide the obvious fake-ness of the helmets by making them small.

The only concept art i saw is in the latest PC GAMER mag(last page of the New Vegas coverage). New Vegas looks dense and brightly lit.(sadly the forum rules state no magazine scans allowed)

there has been a lot of use of Gaussian Blur: fake
The helmets have no detail (as far as I can see): fake

so 3 times fake is equal to bad photoshopping.
he could at least add some layers to make it look less fake, but no... its FAKE
