Do you guys not notice the Cowardice of the Empire?
Every action of the Imperial Legion since Uriel's death in Oblivion has been solely based upon self-preservation and cowardice. Take the White-Gold Concordat (WGC) for instance. No, I wouldn't go so far as to say the Imperials "surrendered," but they most certainly didn't win. They conceded the worship of Talos (a prevalent god in both their culture and the Nordic), nearly lost the Imperial City, and suffered the indignity of continued payment to the Thalmor.
After the embarrassment that was the WGC, the Empire thought they had regained ground - they had kept control of the Imperial City, and their emperor had survived. But at what cost? Their cowardice had shown the Nords of Skyrim that the empire currently governing them was unfit for rulership in Skyrim (it had strayed very far from the reign of Tiber Septim, whom they loved). Thus, the civil war broke out between Ulfric Stormcloak's followers and the Imperial - who immediately began to lose ground against Ulfric and his rag-tag team of hardy Nords.
They've lost a lot of ground, respect, and bravery since the days of General Talos.
Now... *takes a step back*
