Thrall question

So I did what I needed to do for Phinis, and he gave me a flame thrall spell. I was under the impression that you could have a permanent undead that you bring back to life. Is this not true?

You can, just need to buy the spell tome Dead Thrall from him.

You cant thrall Draugrs.Only dead persons.
