On the summit, near Paarthunax's shrine, there is a column of shimmering air/glowing particles. That's the centre of the time wound, read the scroll in that area

In general, if you want to find something and it's a quest objective with a map marker, use the Clairvoyance spell. Very useful and takes practically no magicka for a quick peek at the path you need to take.
