timing problem

is anyone having an issue with the time and actor sequence not being in tune?

I mean... i wait using T for a designated time, and when i go from 4 am to 12 pm... the merchants now only begin to walk out to their appointed places, and still will not offer their services fo ranother hour of wait time.

As of now it is 10:30 am and the merchant wont sell me anything.

Constant issue with them not offering their sale services after 9 o clock. or fast traveling into a town like whiterun for mid day and the people arent about their business.

anyone concur?

Same here, but since i'm using Set timescale to 1, i was supposing it was caused by that.

Yes this has always happened for me even in Oblivion, if you stand outside of a shop at say 9pm then wait until either 9am or 12pm... NPC's only just start their schedules once you have finished waiting. I guess it is simply because the world is paused when you are waiting.
