So it's speculation. If there was a vaccine for something, then there must be a disease it cures. If you must disguise your bombs, say they are vaccines in containers that glow in the dark. The real question is, who is right?
IF it is a bomb, why would we blow ourselves up after we have the Ark?
IF it was a vaccine, why is the Ark Security hoarding it? (That's a rhetorical question. I know they hoard everything and try to ration it, unfairly)
