So I decided to check the pockets of an Orc named Atub (no spoilers so I won't say who/where this orc is, you can google if you care and don't know). The contents of the pockets are in no way quest related but it certainly made me say WTF? (99% sure this is a mistake in the game and should not spoil anything).
