I looked all over the mountain side south of the windmill outside of Whiterun...

Can someone post a screen shot of what I'm looking for?

No screenshot unfortunately but this is from the wiki:

IV- (Important Note: The 1.2 game update may be causing the treasure to not be present for some players even with the treasure map. The 1.3.7.0 update fixes this regression.) Found in Redoran's Retreat. It leads to a treasure located behind Pelagia Farm south of Whiterun. There is a dragon that will come to you when you get close to the place marked on the map. It may or may not land. Continue past the site where the dragon attacked and make your way up the slope. The chest is at the top of the hill. (Dragon is a random dragon spawn)

So it could just straight up be missing depending on your patch number.

I don't have a screenshot for you, but if you follow the path suggested by the map, you will go south-eastish starting off following a lazy loop up the mountainside. There is a path between the rocks there that will lead you directly to a chest if you have the treasure map in your inventory.

I had a random dragon show up, but couldn't find the damn chest...weird...

And, yes, I do have the treasure map..

Bugged for me also. I know it's bugged because I've had this map on a different character and I know exactly where it is, but for my current character it is not showing up.

After working for me at launch all the treasure maps were bugged for me on the PC with the 1.2 patches. The chests just weren't there. Downloaded the latest patches from Steam and that seems to have fixed it up.

Ya I've read that 1.3 should fix the treasure maps.

Probably some gems, gold, ingots, potions, and maybe a spell book. I've found one treasure location and that stuff was in it.

I found it earlier tonight, at level 50 (in case that affects anything):
