I can't play on the new maps either, but I can access everything else. Wondering if a mod or someone can comment on this.

I have the exact same problems, all content for the Agents of Change DLC is available except for the maps, I'm on PC and got it off Steam.

EDIT: Windows 7

Should have thought of this sooner, but ah well. I have Brink on my laptop too so I just installed the DLC there, which worked. I then deleted the local content from my desk top and copied the files over, ya I can play the new maps now. So yes reinstalling may work but I'm not sure how characters are saved so make sure you have it backed up.

I just tested map access for myself and got no problems with both new maps (WindowsXP, Pentium4)

Reinstalling fixes the map problem. I played the maps last night and now I can't get over how nutty Chen and some of his men are becoming during the tower mission lol.
