Ok, this game installed with Steam... For the life of me I can not find the games install directory on the computer to add mods.
I have searched, it only finds the shortcut to no where and a near empty directory with a saves sub dir

Program Files -> Steam -> Steamapps -> Common -> Fallout New Vegas -> Data etc etc
