Any ideas why and what to do about it?

I am hidden, out of site... have the quiet casting perk... aka "Spells from all schools of magic are quiet to others" ... Recast Invisibility.... and everyone is on alert asking "what was that!"

uhmm, either this is a serious bug, or someone is changing the game I am playing without my approval.
