I would say 19 damage at level 17 is a bit weak but not so bad. Good thing about swords are that it's rather light and you can hit the opponent many more times than if you had a heavier weapon. And you can use a shield for added protection.
Skyforge Steel Sword is really good sword. Its base damage is 11, which is better than Dwarven sword (10) and same as Elven sword. Best normal sword you can make, Daedric sword, has base damage of 14.
Your one-handed skill of 61 will give you 30.5% additional damage by itself. That takes you to 14 damage.
At level 60 you can take 4 perks in Armsman in the one-handed skill tree, and that give you 80% more damage. So without smithing, your sword will be able to do up to 25 damage at this point. Investing in Armsman perk is a great investment for a warrior.
If you are doing some blacksmithing, and if your blacksmithing skill is at level 40, you can improve the weapon to give it another 5 points of damage, and that will take you to 37 damage. (11+5)*1.305*1.8 = 37
If you dabble in enchanting, you can add 10 points of fire damage to it at the enchanting table. You can also wear necklaces and rings that enhance the damage your weapon does by quite a bit.
I agree that dawnbreaker is a really good sword. It's especially good and really fun against draugrs. It's perfectly adequate weapon even at level 60 without any smithing.
Quite a few people focus on maxing out blacksmithing and enchanting early to make the game easier. If you did that, you can add 20 damage points to your sword, and wear Fortify Enchanted gear to give you extra 160% damage. So if you focus on crafting, you can have your sword do 188 damage. ((11+20)*1.305*1.8*2.6 ) But that may make the game a bit boring.
Some people like having weapons that will do even more damage. And yes, it is not that hard to make swords that will do 5000 points of damage with some abuse.
