so...ulysses

why was ulysses cut anyways? he would have been the only pro legion (pro-pro legion, like how boone is via the NCR), and according to how hard it was to remove him, he must have been pretty far into the development process.

well wiki says "According to his writer, Chris Avellone, he may appear in future DLC." "According to Chris Avellone, "tearing him out of the game was almost as hard as putting him in because companion scripts touch almost everything", and "he also was a complicated character in terms of some of the hooks into the storyline". Means he did not want to do it. Maybe Bethesda that has the final say saw something wrong about it.

None of the information we have about Ulysses says he'd have been pro-legion.
The one quote we have from him The day I set my flag down, it'll be over my body or over a nation I believe in. Shows [to me at least]that he'd be open to any faction. He's looking for a nation to believe in. Being the 3 of clubs isn't evidence he's pro-legion. If he had a red bull on his back and not an American flag there might be something to him being pro-legion. So I take his quote as evidence to who he is. A man searching for a nation to believe in

It was easier to remove him then to finish him. The obvious answer as to why they didn't finish him was they didn't have the time too.

I am inclined to agree but its hard to say, after all being the 3 of Clubs does puts him on the Legion suit and I dont think it was a accident but does not mean he was pro-Legion as his outfit reminds me more of the Great Khans.
There is simply not much information to make much besides a wild guess.

Because Caesar's Legion is so overtly hostile to the other factions in one way or another, Ulysses can't be overtly Legion or recruiting him would cut the player off from a large part of the game (kind of like how Veronica isn't obviously BoS). That doesn't stop him from leaning towards that faction, however.

His name sounds Greek to me. I suspect that he somehow evaded being drafted by the Legion, but still has a certain fondness for them because it's where he's from. Or he might be a spy. His quest probably takes the player into Legion territory for some social interaction.
