Unable to clear Quests from Journal : V

Some of my miscellaneous quests will not drop down to the finished section after they are done. Bug or normal?

bugs, tons of them
especially those bounty type quests.

if you on pc, some modders rollout fixes for these

I haven't had that issue at all. Not sure if it's something specific to consoles maybe?

You should look them up on the UESP or wiki, might give you some fixes.

Not peculiar to consoles-happens on my XBox 360 also-I just ignore them.

Well I have had quests stay up there that I could not finish due to bugs, but never had one stay up there that I had actually finished.

Bounties in Dawnstar are stilled bugged, and so is Dragon Infusion Perk potion from Esbern.
