Unable to start the game after reinstalling

I recently reinstalled the OS. After reinstalling I installed Skyrim.

However when starting the game the steam popup stating "Preparing to launch The Elder Scrolls V: Skyrim..." will keep starting and closing itself, at a rate of about 5 times per second. And it never stops.

The game won't start as well obviously.

Anyone has any idea how to fix this? Thank you.

1. Check Steam to insure you have all the updates. This may be complicated because Steam is very unreliable. It will tell you it is ready to play when it is not. Check your SR folder for the TES version. Go into folder options and check file version to be displayed. It should be 1.526. If Steam hasn't updated you, you will have to find out why -- many possibilities -- and it may take up to 5 days for them to get back to you with basically "no help."
2. If you're updated, then it's probably MSoft permissions.

Anyway, this is a start -- the community will help or should.

Post a dxdiag report (in spoiler tags). Most likely you have some hardware without the correct drivers installed.
