Unacceptable Frame Rate - Post Patch

Right, I've deliberately been holding back on playing this game, as I've been really looking forward to it, but hadn't wanted to spoil it with a buggy play through.

Unfortunately, even after the latest patch, I'm getting completely unacceptable frame rates.

Just kicking about in outside in town (start of the game), my frame rate is 15-25fps at 1680x1050 on 'Medium', 'High' and 'Ultra' (seems to make no difference).

I'm running a GTX 460 1GB with 850mhz core and 2100mhz memory which should absolutely walk this game on Medium and at this resolution.

Whilst getting these terrible frame rates, the GPU usage in MSI Afterburner is showing around the 10-20% mark, so the GPU simply cannot be the bottleneck.

Having paid for the game on release, I'm getting mighty frustrated that it is still now, unplayable.

Is this something that I'll ever get fixed in a patch, or am I basically SOL (and out of pocket)?

I'm already at the point of feeling 'obliged' to try the game out after each patch, rather than looking forward to it. Please someone help, before I just give up on it altogether!

It is most likely driver issue. Try different graphics card drivers.

As per the DXDIAG, I'm already using the latest nVidia drivers. I'm not really sure what you're suggesting, as the frame rate issue was present for me when the game came out and I was using an earlier version of the driver.

Have you tried running it at stock settings? I know users around here like to say that Oblivion and Fallout 3 don't work well with overclocks (I've never had an issue, but that's just something they say)

Do you have any issues with other games? Does the version number state 1.2.0.314? The earlier versions of the game definitely had a problem unless using that d3d9.dll. You aren't using that are you? Have you changed anything in the .ini? Those .ini "tweaks" floating around actually hurt performance.

Here is my recommendation - go into the nvidia control panel and click help>system information. Check to make sure that (except for the control panel and physx) all the versions are 260.99 (sometimes I've seen it install improperly and have a mixture of versions). Set your clocks to stock and turn off MSI afterburner. Disable any mods, make sure you have the vanilla .ini file (I think you can go into the game's install folder and rename the file, then verify the integrity of the game in steam to re-aquire it). Also remove the .ini files in the my games>falloutnv folder

Otherwise not sure what it could be. I have the same card as you and the area around goodsprings never goes under 60fps unless loading new assets/cells (which causes a slight 1-2 second drop in fps). I run at 1920x1080 on ultra. Only changes I made were disable transparency multisampling (you can enable it in the nvidia control panel. The in-game variation causes a dithering around objects which makes the grass look nice but some other things not so much. Plus the blood is practically gone when using it) and I have water multisampling on low (this increases FPS around water. I cannot see a difference with it on high or low)

My nvidia control panel settings:

btw - serious about using those .ini tweaks. They can hurt performance. And if you've followed any 'tweak' guides that say to copy a shader package to force 3.0 shaders then you'll definitely want to reverse that. Yes the game primarily is coded for 2.0 shaders but some people claim with Oblivion and Fallout 3 that if you copy the last shader package to the one your game is using (which btw, the last package is ati-only) you'll get better performance. Because I'm willing to try anything I did that and it cut my framerate in half so definitely don't try that or any of the other 'tweak' methods outside of what is available in the launcher

Hm, this may not do anything, but try unplugging any USB device that is not needed to play the game (best to leave only mouse and keyboard plugged in).
I have heard about some issues with usb devices and framerates on the gamebryo engine.

Also someone reported problems with Creative soundcards, maybe you could try switching to onboard (if present)?

Other games are fast and silky smooth on stupidly high quality settings (DiRT 2, Dragon Age, TF2, NFS:Shift, NFS:HP).

I checked all my d3d9.dlls and they're all coming up version 6.1.7600.16385, which I assume means they're the proper version, not the hacked fix? (I did try the d3d9.dll fix months back, but seem to recall uninstalling it and the version numbers seem to back me up.).

I'm also not keen on switching to onboard sound. If I have to start hobbling my PC for the sake of a poorly tested game, I'm just going to give up.

Yeah, you should never have to do that. In my experience (and I've built a crapton of PCs, worked technical support for hardware/software in the past for 5 years, also spent time doing actual beta testing) if it really was USB devices or sound cards causing it you would have a problem in all your games and not just one. svcks man, I'm out of ideas. According to you dxdiag you shouldn't be having any issues at all. I even have the same video card as you so definitely shouldn't be having framerate issues, not sure what else it could be...

Try forcing the game to the absolute lowest settings with no AA or AF. If it has framerate issues there then I definitely have no clue what it could be. But if it runs smooth (and I would hope that it would, but dunno in this case) then start turning things up 1 at a time. It's usually one thing and not a combination of things that causes problems. For example, doing the above with GTAIV I discovered the game shadows are the only thing that kills performance in that game on my system

reinstall video drivers:
Make sure to do a clean install. You should find a check box in the install wizard for a clean install. Also, make sure to run the installation program as admin by right clicking.

Updating directX from microsoft is worth a try.

Some people have had issues with the ffdshow codec. You can remove it or I think add exceptions to it.

If none of these things help try a clean boot:

If you want you can also try to remove a card and see how the game runs with just one video card. Not saying its your sli setup but its worth a try to see if the game is having sli issues.

Uninstall ffdshow - it is known to cause issues with the game.

Also try and uninstall all codecs on your system.

Your page file is huge - therefore do the clean boot as described above

Based on the nature of your problem, don't expect a patch to fix you issues.

So this is affecting Nvidia users as well? I'm an ATI user and this happened to me after the last patch (not the newest one, haven't tried it yet). At least for me it has NOTHING to do with drivers, settings, or anything of the sort, so don't even try to explain it away. The game ran fine before the patch, and after it, my computer staying EXACTLY THE SAME, my fps went from 40-60 fps to 15-25 fps outside (obviously I tested this in the same areas, and many different ones). Somehow Bethesda/Obsidian broke the game for many people when they fixed the DirectX problems many Nvidida users were experiencing at release. They haven't acknowledged this, neither Gstaff nor anyone else from the company will answer questions about it, and there's nothing saying they fixed it in the new patch notes.
