I've done the ATI hotfix, the .dll fix, set my settings to low, removed emotions, and even tried the no-stutter batch file. Even tried altering the Fallout prefs to lock the fps at 60, but it was like playing the game through cold molasses.

No luck. On low settings with the .dll, the stutter and lag is truly grotesque. Unplayable.

If you are on Win7 64bit, try with other system, or turn off your desktop special effect. That helps in some cases.

Other system like, partition xp on the box? Or try with 32 bit?

Installing win xp is not an option at this point. What else can I do?

You are not going to want to hear this, but....

No major game officially supports note book video cards. Notebook cards are subpar to their desktop counter tops.

If you are going to be a gamer - get rid of the notebook and get a desk top. And whatever you do, do not install windows 7 64 bit - It requires more resorces to run than XP and generaly will have more compatibility issues with games. XP is going to be supported until at least 2015.

While the first two points are certainly accurate, you do not get official support for mobile PC system platforms, and they do tend, on average, to trail comparatively behind in video card performance, you do not necessarily have to choose the desktop as the only answer to the gaming interest, it's just so much less expensive to do so. You can upgrade a desktop across the board, everything in it can be replaced, & easily done. It starts out priced better than the equivalent laptop, and keeps on winning the cost battle with each upgrade.

The laptops start out costing anywhere from 30% to 100% as much as the matching desktop, and then, it's essentially disposable, you can realize only small change selling it used, and the important parts inside it cannot be upgraded, so every couple of years, you are out a big piece of change all over again.

Choosing to retain WindowsXP on a dual-boot setup is a smart move, inexpensive, and simple. It isn't, by its own basic nature, a superior OS for gaming. If anything, the Windows 2000 version of WindowsNT was the Windows that offered the best bang for the buck to gamers, but MS doesn't want us to stick with anything of theirs more than a few years at a time, so they will cease support for whatever we have gotten used to, and apply pressure to companies such as AMD's Graphics Division, and to nVIDIA, to drop support for those OS versions as well.

Windows 7 isn't truly a "worse" Windows for gamers in general, but Gamebryo is very old now, and the development engineers who would be improving it, if it was going to be improved, have all been let go a couple of years ago. It is Gamebryo that doesn't get along well with newer Windows versions, especially 64 bit ones.
