in helgen there are so many opportunities to be cut free. so why is it your binds aren't undone until you reach the keep?

Panic.
Everyone's afraid for their own life, and your hands being tied is not their priority.
It's a time critical situation (or supposed to be from a storyline perspective), so it comes down to priorities.

Because it's in the script? Why wouldn't we just jump out of the wagon that's moving 1.5 MPH and run into the woods? :P

In practice I'm sure your hands wouldn't be untied even after you've been beheaded.

Really, if you're looking for a story-driven answer, there isn't one. It's scripted that way so the intro isn't spoiled by something unpredictable. It's the exact same reason a lot of NPCs are essential and can't be killed.

The only reason I wish it happened sooner is because you have to wait until either keep before you can enter 3rd person camera and see your character in natural light.
