Unforgivable Bug

Surprised this bug has not been mentioned much at all. The Rock-It Launcher was a cool weapon. And it cant be made because it does not appear on the list of weapons to create at a workbench.

Nor does the Billboard Schematic, but it says in the Official Fallout New Vegas Guide that you cannot make them.
