VATS was never more than a gimmick. There are so may things that could have improved it, yet Bethesda chose to let it slide. The FOV is reduced so much it feels like fighting through a letterbox, half the time the camera gets stuck in walls, it murders your FPS, the slow-motion is only fun the first 5 times, you can't change weapons while attacking, and the list goes on. Are there any settings that can be changed to modify the way it behaves? If not, I'm thinking of disabling it and scripting my own system.

EDIT: Hah, I just discovered that there are tons of game settings for it. I'll play around with them and see how it turns out.
