Is anyone else having an issue when entering VATS mode? Sometimes it works (stutters very badly, but works) but most of the time it will start to zoom in and then the image freezes. I can tell the game is still running in the background and responding to my input because I can hear the zoom out sound of deactivating VATS when I right click and can hear my character shoot and such but my monitor just displays the frozen clip from when I tried to enter VATS mode.

I have a GeForce 8800GTS and have updated to the latest drivers (860.89 for Windows 7 64-bit as of this writing) but new drivers or old the result is the same.

At this point I just want to make sure I am not alone in this (and by the number of issues I am seeing posted I am guessing I am not). In the meantime I suppose I will just keep my finger off the VATS button.
