Victor? (possible spoiler)

Is Victor supposed to become a companion at random? I was out killing geckos with ED-E and Boone, when Victor shows up behind me and initiates conversation. His dialogue choices were the same as they were in Novac, but he had a companion interaction ring.

Was this a bug, or is Victor just not listed in the strategy guide as a companion because it would be a spoiler? As far as story goes, I haven't been to Boulder City yet. Also, I haven't had much interaction with Victor, aside from him warning me not to get destroyed by young cazadors at level 2. I know his Novac dialogue from an earlier save, but haven't bothered talking to him there since.

Not to give too much of the story away but Victor as far as I know isnt a companion. He is just following you keeping an eye out on you it would appear. I noticed him in Novac and then further down the road I ran into him again on my way to New Vegas.

I, too, have found Victor wandering around.

In one playthrough I did the very early sidequest that involves geckos and on the way home found poor Victor dead with two dead geckos at his feet. I went to an earlier save and have kept him alive at least until now.

I know that he's supposed to show up in a few different places, but this was completely random and very strange. I was killing lower level geckos at the Goodsprings Source when he showed up. What made it even more strange was the companion interaction ring I got when I talked to him after he initiated conversation with me, instead of just dialogue choices.
