Umm...who? Am I supposed to understand? He's not in Fallout 2, 3, or New Vegas. Is he in 1, Tactics, or BoS? A voice actor? I'm confused.

Vic Presper was my dentist, and sadly, his office took a direct hit by a nuke in the war while he was drilling a bicuspid for my ex-wife.

can't say which i'll miss most.

I could see the name being used just as a tribute to the older game, but I doubt the actual character will appear in OWB.

It would be cool to see Presper as the greater threat along with ODYSSEUS. Presper as a think tank would be cool, too.
