Has this happened to anyone else before? It was working just fine a while ago and now victor wont talk to me so I cant use the elevator. Is there something I have to do to get it to work again?

Is Victor gone, or he just won't initiate dialoge?

Victor wont initiate dialogue and you have to use him for the elevator, or kill him and fail a quest which I am trying to do right now for the achievement and to see how this path plays out.

This happend to my friend and he killed victor and it still wouldnt let him go to the elevator

It's quest related I think, you just have to go to the Fort and do that stuff. Then You don't need Victor anymore.
