So, inside buildings, I FEEL like my FPS is low - mouse and view is jittery, seeming to jump every minute. Weirdly, my FPS is a solid 60, according to FRAPS. Outside, performance feels great - this only happens inside, and mods make no difference at all. I've turned off vsync amd mouse smoothing in config, so it's not that.

Now, here's the weird thing. I tried to record a video with FRAPS to show you this problem, and the problem dissapears while FRAPS is recording. While I'm recording, everything is smooth as butter, but as soon as I stop, I'm back to inside jittery again. HELP?!!!

I'm not 100% sure but this could be related to the microstutter issue, it might be that FRAPS is limiting the FPS fo 60 which happens to cure the issue, search for a few FPS limiters and see if they help, if you're using an Nvidia card the recent drivers have one built in, you'll need to use NVinspector to enable it.
