They can show up for multiple reasons besides stealing. I assassinated the Silver Blood Guards in the entrance to the mine in Markarth and even though they no one saw me kill any of them, they still managed to put a hit on me before dying because it wasn't a one hit kill.

The weird part is when you leave a dungeon through an exit that you can't go into unless you clear the dungeon and they are waiting for you somehow.

Not as bad as Forsworn Briar-Hearts putting a hit out on you after you steal their artichoke (And thus kill them).

Same thing happened to me. Met a woman for the first time, found out she was a bad egg. Killed her.

About two weeks game-time later, apparently she had hired thugs to kill me. It feels odd being condemned to die by a dead woman. :/

Same thing happened to me as well, except from Bersi Honey-hand. I cleaned out his shop of loot in Riften About 7 in-game days later, I was in Ivarstead and three thugs came and attacked me. All i did was go invisible and slit their throats

The weird thing is that I've stolen loads of things from other people before stealing from Bersi's shop, and I've never had a contract put on me until then. I was never ever caught stealing either, so I think it must be completely random whether they put a contract on your head or not.
