I want to install the game

I'm posting this in both here and Steam forums.
I understand the concern of some companies about piracy and stuff, or I don't know, using what for many people might be a cool thing and even work, like Steam. First, I like to have my disks and boxes and manuals and that's why I bought collector edition which came with a nice set of stuff; however the first thing that bothered me when first installed the game was that it forced me to install Steam and later Games for Windows Live; I already had some GfWL games but I really don't needed Steam. I also hated that when you wanted to play the game you clicked on NV icon and all I got first is a Steam logging screen "looking for updates", instead of, you know, the game I bought.
TL; DR, ok.
So I lost my C disk due to malfunction where the only thing stored there was Windows and I understand that the registry entry from the game, because I install everything else in other disk; so changed to new disk, new Windows install. I have the game installed in other disk, however if I want to run it, of course it doesn't like it the fact that there's "other" Windows on the computer so of course asks to install the game.
These days read about a new DLC so I decided to install the game again; I had to install Steam of course, and here was the "we see you are logging from a different computer, read the email we just sent you and give us the number in there"... but of course such email doesn't exist, never came, is not coming, will it come someday? Yes, I checked spam, trash, etc; no email; yes, I'm sure that this is the email address I signed with, etc.
Steam support? "Yes, please log in, oh, you are using a different computer, we will keep screwing you by asking another idiotic question on an nonexistent email, until then, hold on there."
So here I am, 2 hours later without being able to install my game. By now I don't really feel like playing the game, also, I have to go to work, do life stuff.
Yes, I agreed to *reads* : "requires internet connection and a free steam account to activate". I do have internet, I activated the game once, why I can't even install the game now? FYI, GFWL does work, why can't this software check that I do own the game?
Anyway, sorry for long rant, but I'm just a frustrated and probably former customer who just want to play the game.
Oh, by the way, I just called some phone number that charges you (in Spain land lines are free) just to be lost in like 10 "press this number for this or that" just to get no solution from Steam.

First off, Games for windows live has nothing to do with falloutnv. The game uses steam and only steam Im not sure about that unless its a collectors ed thing.
Secondly, this is a steam issue that you need to be taking up with them. I have no idea about the support in your area. You need
