Want to make a "Gun Charmer". How should I place my

When I played Fallout3 I prefered sniping as much as I could.
In close quarters I usally went for a 1H gun or rifle > VAT headshot > then move backwards while I was shooting (MeleeGunning :rolleyes:) if not dead
I also don't want to miss out on quests and dialuge

I read in some on various pages but people have very different opinions what is important and what is not.
So I was thinkning;
Strength : 4
Perception : 5
Endurance : 4
Charisma : 9
Intelligence : 9
Agility : 5
Luck : 5
+
Good Natured
Four Eyes

Am I way off, close or spot on?

Charisma is pretty useless unless you're RPing or you plan on taking backseat to your Companions, so you want their Nerve to be high. I think most conversation Perks are based on your Speech skill, not Charisma (which actually has very few conversation checks, oddly.) Honestly, I'd model your SPECIAL around combat, and just worry about raising Speech and Barter with skill points:
Str: Good at this level, but you'll want to strongly consider taking the Weapon Handling perk for some heavier guns.
Per: Fine here, though some Perks have a 6 req, but you can meet that with an Implant.
End: Fine, you're wanting to talk your way out of most situations, or gun your way out of others, not looking to get into fisticuffs, just be aware of the low implant total.
Cha: Like I said, I'd drop it to 4-5 unless you're companion-oriented or RPing.
Int: I'd go with 8 or 10, just because odd INT levels seem to create problems sometimes.
Agi: Depends on if you're going the VATS route, and how much time you anticipate spending gunslinging, I'd up it, but that's just me.
Luck: Personally, I prefer high luck characters. You won't be using high explosives or large weaponry, so I'd recommend relying on crits to take out more dangerous game.

Good-Natured: Matter of preference, though if you do drop Cha, you might benefit from this more at the beginning.
Four Eyes: Just remember you'll deduct on pt from your Per score when trying to qualify for Perks, and you won't use helmets (though this character probably wouldn't anyway), otherwise, pretty useful perk.
