Short Answer : Yes
Long Answer : Mostly... Results below :
Fireball definitely charges your magicka back up significantly.
Shock spells didn't provide a noticeably difference, my magicka pool was quite large though, and break the Ward almost immediately.
Frost spells? Ice spear didn't provide as big a recharge as fireball, but all of the frost spells I got hit with did recharge magicka.
Breath from dragons?
Oh yeah, but its not really a steady stream of magicka. Sometimes just a tick, and then a big recharge. The Ward will break and you'll need to drop your shield and bring in back up.
I used a few alteration perks to try a few things afterwards.
Atronach doesn't seem to stack, there seems to be a capped amount of magicka one can absorb through a ward. Likely tied to spell cost? I don't know.
Magicka resistance help negate even more damage, making the ward last longer, but didn't seem to affect magicka absorption. This did allow the ward to actually absorb a very minor amount of magicka from shock spells. May have been from regeneration though.
Occasionally when shield charging through mobiles that have flame/frost cloaks on, you can steer them in front of you indefinitely and recharge your magicka this way. The ward doesn't break for some reason.

Conclusions :
If you're going to use a shield, definitely get the shield charge ability.
For frost and flame, Ward Absorb will recharge your magicka. Fire seems to recharge it more for some reason.
Shock spells don't, because they drain magicka, and break the Ward relatively quickly.
This shield is really invaluable against dragons, hagravens and generally any magicka user. Its a really well-rounded shield, and considering how easy to hit the armor cap is... there's really no reason to wait to get it. Hell, you don't even need to spend a point in the Block tree for this shield to be a very viable tool in any magicka user's arsenal.
