Weapon charges reset when re-launching?

I think i've discovered an annoying little glitch that i haven't been able to find posted anywhere else. Essentially, when you make an enchanted weapon using a fortify enchanting potion, you can make the enchantments themselves stronger as well as give them a higher number of charges. However, when you exit and re-launch skyrim, the weapon's max number of charges reset to what it would be without the potion.

I first noticed it after i used the fortify restoration exploit to make some very powerful enchantments that basically had infinite charge, since after re-launching the game many of my weapons suddenly only have a few charges in them and a few didn't even have enough for 1 strike. I then tested it with a regular +30% potion by giving a bow a banish and paralyze effect using a common soul that without the potion had 4 charges but with the potion had 7. I saved the game after making the bow with seven charges, exited and then re-launched, and then tested it again. This time around the bow only had 4 charges, what it would of had if i hadn't used the potion. There doesn't seem to be anything more to it since it happened consistantly when i tried it again afterwards.

It only happens when re-launching the game and not when just reloading a save, and probably hasn't been all that noticeable since the stregth bonuses still work and when using common elemental enchantments with several hundred charges the 30% loss isn't too noticable. Still, it is fairly annoying and i'd like to know if there could be any way around it.

whats the point in going through all that trouble exploiting stuff when you can add soulgems using the console if you're gonna cheat anyway?

and if ur not on pc just make add soultrap to your weapon and get azura's star, no more charges trouble
