Would you hit as much as you would do with 10 strength with melee and unarmed with those stuff? If you started with 5 strength and got the perk (removes 2 from all strength requirements for weapons), power armor (+ 2 strength, -2 agility, 10+ rad. res.) and an implant. I believe the power armor and implant let you hit higher, but I'm not sure if the perk only lets you use weapons with higher strength reqs.

with that setup you'll be hitting with a strength of 8.

Weapon Handling doesn't affect any attribute of strength other than strength requirements for weapons. So yeah, you'd hit with 8.
