I have been involved with some good discussion about the CK on these forums and had some help directly and indirectly for which I am grateful.

I have been practising making a new world space and come across two problems that I hope some of you folk will be nice enough to help me with.
1, Weather
My new world space is off map (game) and to the (north) top. So, as you may imagine, the world space is meant to be very cold with dreary weather. Thing is, the world space always has sunny weather through the day and pleasant weather at night! I have tried waiting over days to see if the weather alters - it does not
I would like to have the weather always be dreary with rain and or snow in the world space.
Is there an easy way to force such weather in the world space?
For further information my world space has the following;
Parent = Tamriel
Use Sky cell = checked
World offest data - set to offset worldspace from tamriel map
Small World = Checked
No other changes or revision of new world space data except the name.
I have done some searching online and in theses forums but not yet found a good answer to this.
2, Icy water
Because the new world space is set as being off the top / northern coast of Tamriel, I would like to make some of the sea surface to be icy or iced over. (I can easilly add icebergs!
)I thought maybe the icy water (ice on top of sea water) as seen in game may have been created with a world object or a world data water type maybe but have not found either - sometimes it is easy to miss something obvious!
I hope I do not have to start again because I failed to set something up correctly when creating the new world space but I suppose it would be a lesson learned if I did have to restart.
Thanks in advance for any constructive help.
