Weather plugin, how to make?

Hi
I want to create separate plugin for modified weather only, but have no idea how to create it. Found only original game weather editing dialogs. Tried to download .esp files from other mods and to edit them, but CK opening all game resourses instead of plugin only data. Can i get any help?

It works that way. You load everything(original skyrim.esm). If you make changes to originals(without loading any plugin) and save it, it creates a plugin only containing your changes which override original data. Don't worry about messing with default data or screwing whole game just like that. :)

If you load a plugin as "active", your changes go to the "active" plugin. If you load another plugin and leave it as "inactive", then your changes creates a new plugin which is depended on that other plugin as well as the originals.

Im also trying to do this with no success. I found the Tamriel climate and I changed it so that 90% of the time it would be raining, but then I go in-game and it's nice and sunny almost all the time in Riverwood (Which is in hte Tamriel worldspace), which is especially odd as the only weathe rlisted in the Tamriel Climate was "cloudy".

Maybe local weather takes priority. Also choose world -> regions from the menu, you will see all regions and weathers there.
