Weighted arrows

What if there were certain arrows that could slow down your enemys? Like a weighted arrow it wouldn't travel as far but would slow them if you hit them enough times.
Were would you carry them?

Weighted arrows would be possible. Make the arrow shaft heavier with a heavy type of wood like (in real life I'd say Ebony) oak if there's such a thing in Skyrim.

Or weigh down both ends, the point could be made of heavier metal with the tail end weighed down with something to balance them out.

Sounds pretty cool, but IMO it's more up to the bow rather than the arrow. You can just enchant the bow. I remember in morrowind I kept getting paralyzed by this 1 simple skeleton, because his bow was enchanted with a paralyze spell, and could never beat him because almost every shot he took would paralyze me :/
