Weird bug, constant smoking ice below my character (minor Ma

Hello.

I was playing the quest "The Throat of the World" and was using the Clear Skies shout to dissolve the fog in my way.
I touched the fog and received a harmful effect listed in the Active Effects tab which was soon gone. I am pretty sure that while this harmful effect was in effect, there formed ice around my feet.

However, at the top I noticed that I had some smoking ice around my feet, presumably from the harmful fog. I played on thinking the ice would disappear in time and left the mountain.

However, several hours later the smoking ice is still there. I've received Aedra blessings to see if that would help, but it did not.
I changed all my clothes, but that didn't help either.
And I used the showracemenu to change six to woman, then change back again and save my character. This removed the ice temporarily, but after fast-traveling, walking around a bit and changing from third person to first person and back, the smoking ice had returned.

In addition to smoking like liquid nitrogen, the ice cycles through 2 or 3 sizes every 5 seconds, and I believe this is what causes the other bug I'm experiencing: My Imperial is suddenly half a head taller than a Solitude Guard. Using setscale 1 restores my default height, but my character soon grows to Altmer proportions again.

Does anyone have any idea of how to fix this? Has this bug been reported before?
I googled a bit, but I can't search too thorough because of fear of spoilers.

Makes me feel a little better somebody else has experinced this...

I've had this happen only once, and I can say for certain I was nowhere near the throat of the world. Was simply traveling around and noticed it out of nowhere..

I tried many things, console commands, six change(which usualy fixed the old arrow stuck in face bug) nothing worked. Had to reload an autosafe before it happend.

As to what triggers it, I seriously have no clue. Was too long ago and even at the time I diddn't notice what may have triggerd it. My only advice is to find a different save before the bug.

I continued playing anyway despite the bug.

And today, 24 gameplay hours later, the ice disappeared! What's funny is that I once again visited the Throat of the World, and 10 minutes after I had fast-traveled away from there I noticed that the ice was gone.

I was on the quest Alduin's Bane and on the way up to the top I ran through some of the fog without clearing it with Clear Skies. I did notice that the ice was still there at that time.
I loaded a save right before reading the Elder Scroll at the time-wound, and the ice was still present then.
But when I loaded the save that I'd made just after the vision and when Alduin had just appeared, the ice was gone. Was it the vision that fixed it? Was it somehow the fog? Or was it completely random? I have no idea.

Ataxio, you said it happened to you when you were nowhere near the Throat of the World but as I noticed the ice's appearance and disappearance in relation to visits to the Throat of the World and me walking through the fog there, I can't drop the possibility that it had something to do with the Throat of the World in my case.

Anyway, the bug is gone now. If it ever returns I will not hesitate to reload a previous save immediately.
