I fast traveled to Falkreath and there was a group of Draugr fighting with some guards. 200+ hours and it's the first time I've seen Draugr attacking in a town?

Isn't that a bug that is occurs occasionally when the play fast-travels?

If so, I'd like to see this for myself, but I don't fast travel. QQ
