What bird is that?

I was recently hanging in Solitude and saw what looked like a bird of prey circling, I got up high but couldnt really identify it. Is it an Eagle? Can I get it?

They're hawks. You can shoot them down for alchemy ingredients. And they apparently land every now and then, though I've never managed to catch one doing that, personally.

There's a nest by Bleak Falls Barrow, in the mountain just out of reach.

Cheap trick - there is a tower built into the wall in Solitude with stairs in it. Get up them, and you are almost exactly level with the circling hawk, who will actually go over the wall (at about your knee height) on occasion, allowing you to chop him up with your sword instead of shooting at clouds.

I believe they are European Swallows. Or perhaps African.
